DUBAI: Dubai Crown Prince Sheik Hamdan has approved a new Dh1.5 billion incentives package. It includes 33 initiatives across key sectors. Total support over two months now stands at Dh2.5 billion.
Sheik Hamdan announced the package on his X account. He serves as the UAE Deputy Prime Minister and Minister of Defense. He is also Chairman of the Executive Council of Dubai. The initiatives roll out over three to twelve months. They cover tourism, trade, education, culture, customs, transport, real estate, and civil aviation.

Education
KHDA-registered private institutions get deferred license renewal fees. Citizens will be able to pay the license renewal fee online, too. Early childhood centers are exempt from renewal fees and fines. These centers will help citizens waive the Dubai Municipality market fee.
Knowledge Fund institutions receive partial rent exemptions. Centers under construction get extended rent-free periods. Rent increases upon renewal are frozen. Contractual penalty clauses are suspended.
Tourism
Dubai DET-registered businesses get broad fee exemptions. Tourism Dirham collection is suspended. Sales fees on hotels and restaurants are waived. Holiday home permit fees are also exempt. Event permit fees are fully waived. Cancellation and postponement fees have also been reduced. Tour guide and desert safari fees are reduced. Hotel classification and e-link fees are deferred.
Business & SMEs
Retention security for government supply contracts drops from 10% to 2%. The exemption threshold rises from Dh5 million to Dh10 million. SME memberships expiring in 2026 get a two-year extension. Desert safari, marina, aviation, and event firms get fee relief. Drone and fireworks companies are also included. A one-time full exemption covers select DET and municipality fees.
Culture
Dubai Culture and Arts Authority establishments get deferred rents. Financial obligations can be paid in installments. Rental fees for temporary arts spaces are reduced. Dubai Customs expands the temporary import framework for artworks.
Customs & Transport
Import customs declarations can now be paid in installments. Fines for customs cases are cut by 80 percent. RTA-registered transport businesses get deferred payments. Violations related to vehicle availability and arrival time indexes are exempt.
Real Estate & Civil Aviation
The building permit validity under the Dubai Municipality has been extended. UAE nationals get a one-year extension on housing loan approvals. Civil aviation permit renewal fees are reduced. Late-renewal penalties for aviation firms are suspended.
Implementation dates will be set by each responsible government entity.
